Obama Science Czar Giving China U.S. Technology

Obama’s Office of Science and Technology Policy Director is aiding and abetting China’s Space program by providing for them U.S. technology.

Congressman Fank Wolf of the 10th District of Virginia raised eyebrows last week when he stated emphatically “the U.S. should not cooperate with the People’s Liberation Army to help develop China’s space Program.”

“I have been very troubled by this administration’s apparent eagerness to work with China on its space program and willingness to share other sensitive technologies. I want to be clear: the United States has no business cooperating with the People’s Liberation Army (PLA) to help develop its space program. We also should be wary of any agreements that involve the transfer of technology or sensitive information to Chinese institutions or companies, many of which are controlled by the government and the PLA,” said Wolf. “Space is the ultimate “high ground” that has provided the U.S. with countless security and economic advantages over the last 40 years. As the victor of the Cold War “space race” with the Soviet Union, the U.S. has held an enormous advantage in space technology, defense capabilities, and advanced sciences – generating entirely new sectors of our economy and creating thousands of private sector jobs.”

Wolf stated that China has developed its own space program at a surprising pace, having gone from launching their first manned spacecraft to launching components for an advanced space station in just 10 years, indicating also that the space program in China is being led by the People’s Liberation Army (PLA), and “…the PLA is not our friend as evidenced by their recent military posture and aggressive espionage against U.S. agencies and firms.”

“That is why I was troubled to learn from the press last fall about NASA Administrator Charlie Bolden’s imminent departure for a weeklong visit to China to discuss areas of cooperation between NASA and the PLA space program. I was equally concerned to learn that Dr. John Holdren, head of the White House Office of Science and Technology Policy (OSTP), had spent 21 days in China on three separate trips in one year – more than any other country. Very little information about these cooperative agreements with China were being provided to Congress and the American people.”

Wolf has included language in Section 1340 of the Fiscal Year 2011 Continuing Resolution that prevents NASA and OSTP from using federal funds “to develop, design, plan, promulgate, implement or execute a bilateral policy, program, order, or contract of any kind to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned company.”

The provision in the omnibus appropriations bill was agreed to by Republican and Democrat conferees. It passed both houses with bipartisan support and was signed into law by President Obama in April. The provision was clear, unambiguous and noncontroversial.

But Wolf reveals that provision is being violated by Holdren and the Obama Administration: “[L]ess than one month after its enactment, I learned that Dr. Holdren and OSTP had defied the provision. Even more troubling is that he withheld information about his intention to do so during his appearance before the House Commerce-Justice-Science Appropriations Subcommittee when we discussed, among other things, the implementation of Section 1340, and Dr. Holdren’s participation in the U.S.-China Strategic and Economic Dialogue, from May 6-10.”

After this Wolf asked the Government Accountability Office (GAO) to investigate the violation and issue an opinion, and also asked the GAO to determine whether the Office of Legal Counsel opinion provided by the Justice Department to justify the violation was legitimate.

The GAO found in October that ““The plain meaning of Section 1340 is clear. OSTP may not use its appropriations to participate, collaborate, or coordinate bilaterally in any way with China or any Chinese-owned companies.”

Additionally it stated that ““OSTP’s participation in the Innovation Dialogue and S&ED contravened the appropriations restriction,” and added that, “OSTP does not deny that it engaged in activities prohibited by Section 1340.”

Wolf said “The GAO finding also rebuts a September 19 memorandum prepared by the Justice Department’s OLC on the constitutionality of the provision. GAO stated, ‘In our view, legislation that was passed by Congress and signed by the President, thereby satisfying the Constitution’s bicameralism and presentment requirements, is entitled to a heavy presumption in favor of constitutionality.’ GAO continued, ‘Determining the constitutionality of legislation is a province of the courts,” – not, I would add, the White House counsel’s office or the Department of Justice.’”

Additionally Wolf asserts that “the GAO finding clearly notes, ‘As a consequence of using its appropriations in violation of Section 1340, OSTP violated the Antideficiency Act… By using its fiscal year 2011 appropriation in a manner specifically prohibited, OSTP violated the Antideficiency Act. Accordingly, OSTP should report the violation as required by the act.’”

“Following the law is not voluntary for administration officials. That is why Dr. Holdren should commit today to full compliance with Section 1340 and publicly acknowledge his error in participating in the bilateral conference with the Chinese government,” said Wolf.

Congressman Wolf has issued a statement to frame the violation he alleges against Holdren and the Obama Administration in the context of China as a repressive regime.

Wolf makes reference to a moving incident in which during a visit to China, he was given a pair of socks slated for export to the West, that had been been made by Tiananmen Square political prisoners. Wolf describes the brutal crackdown by China against those demonstrators that were consequently imprisioned.

“Tellingly, the image of the ‘Tank Man,’ while famous around the globe, is virtually unknown within China thanks to the ‘Great Firewall of China’ which censors so-called ‘offensive’ speech. It is estimated that China employs between 30,000 and 50,000 special Internet police,” said Wolf.

“Shockingly, the China has a thriving business of harvesting and selling for transplant kidneys, corneas and other human organs from executed prisoners. An August 27, 2009 Los Angeles Times article reported, ‘In a rare acknowledgment of a practice that has until recently been shrouded in secrecy, the state-run newspaper said 65 % of organ donors were executed prisoners…’ The image here, from a 1994 BBC story, is of PLA officers preparing to execute prisoners. Later footage from the same story captures an unmarked van driving toward the prison to harvest the organs from the executed prisoners and transport them to a local hospital,” he said.

In his statement Congressman Wolf details other abuses, violations and atrocities by China and reveals U.S. companies involvement in China as enablers of a repressive regime.

He concludes:

“The Chinese government brutally represses its own people. It persecutes people of faith. It censors the Internet. It maintains labor camps.

The Chinese government actively engages in cyber-espionage. It steals state secrets. It aligns itself with countries directly at odds with U.S. interests. It supports genocidal governments and buttresses rogue regimes.

There’s a legal term, ‘willful blindness,’ that aptly described our dealings to date with China. Faced with these painful truths, blindness is no longer an option.

In the words of British abolitionist, William Wilberforce, ‘Having heard all of this, you may choose to look the other way, but you can never again say that you did not know.’”

    Ref: Herman Cain and the GOP winner

    To: Whom Ever wishes us to win the election in Nov 2012
    I wrote on some comments on various Tea Party sites of my view points over a week ago, some longer.
    I am a CLAIRSENTIENT and have been since I was old enough to understand what was going on around me. I am 65 now so I would say I have been this way for many years.
    I have used it to put multi-million dollar deals together in the business field I am whereas I happen to be in the right place at the right time.
    I am not offering my comments here to anyone for money or fame and never have done so.. But now that is out of the way I want to say that the Nov 2012 election is very important to me and my foreign and American friends who are afraid to bring capital into the USA due to the fears of Mr. O’s evil plans against business.
    I have put this on several blogs in last several weeks my feelings on various things:
    I will repeat some of them:
    Cain: I said he can not beat obama. I said several days ago,
    that Cain’s problems would not be over. Of course we find out today that a fourth accuser (named) came forward. I tried to inform people that some new problem would come up and it has certainly done so and has doomed Mr. Cain’s plans to be President.
    Bachmann: Nice and Smart lady.. But she will not beat obama
    Perry: He has the morals and ethics of richard nixon, and will not beat obama.
    Ginghrich: He will get some bounce to the Cain problems, and may even become the new darling of the tea party because of this anybody but Romney mentality. Ginghrich will not beat obama.. I am extremely SURE of this. But I want to also say he is the smartest man out there running for President , but I will not vote for him as he can not and will not beat obama.
    Paul: really nice man , but simply put he can not beat obama and obama would love the GOP nominee to be Paul for obvious reasons.
    The rest of the field: no chance to win the GOP nomination nor can they beat obama.
    Romney: I see and feel one man who has what it takes to beat obama. The person will pull democrats and independents along with mainstream Republicans and some conservatives. Regardless of flip flops as people say or less conservative leanings as some say, he is the ONLY one I see and feel as beating obama.
    I will say it again as I have said over and over… If the tea party does not stop this anybody but Romney campaign, they are going to cost us the election and obama will get another four years.
    Since I was old enough to vote I have predicted to myself and my close friends who would be the next President . Yes even predicted obama as going to win even though I still voted for McCain.
    I will repeat I see and feel the only one who can and will beat obama is Romney. If Romney selects a strong conservative as VP to run with him, the tea party should get behind this so we can go on to beat obama.
    Just like I said before it happened, that Cain would have a new and more problems besides one , two or three accusers, and just like it happened with a fourth accuser now.. I am also saying new problems will arise with Cain and the tea party better jump off that bandwagon now before it is too late.
    Foreign Affairs: We will have our troops out of Iraq by end of year. Iran now we know (I been saying it for last few years that they were moving ahead expeditiously on getting the nuke) is about to get the nuke ready and with a delivery system to it that could eventually be used against our home land (USA) and of course Americans in the middle east and Israel.
    The USA and UK have been talking behind the scenes plans for an attack on Iran to take out the nuke building plants. Israel has tested the Jericho missle capable of delivering a nuke to Iran. Israel is practicing self defense. Airspace of Iraq must be controlled by Americans for Israel to come across that way. Generals have said conventional bombs will not take out the nuke plants in Iran. You can figure out what that means. If it happens it is a strong chance it would happen before end of this year.
    We need a strong President to take over in Nov 2012 that can handle the repercussions of an inevitable attack against Iran..
    Take me serious or take me as a quack.. Of course that is your choice to make.
    The future of the USA is at stake and for that matter the value of the US dollar too.
    If the Suez Canal is closed or the pathway in that area is closed, you can understand what that will do to the price of gasoline in the USA.

      It is time someone stated the obvious truth. Very well stated. Instead of “anybody but Romney” it should be whoever can beat Obama. If given 4 more years, he will complete the destruction of America.

      I disagree, I think that Ginghrich can beat Obama. I also agree that Israel will drop bombs on Iran, they want to survive and they can only do so by getting rid of Iran’s nuclear abilities, and Obama will let Iran run rough shod over the entire Middle East. On the Suez Canal, if we didn’t have access to the oil maybe then this country would start drilling and tell OPEC to go to the devil. Furthermore, we should at the very least get the EPA under control, they have become too powerful and are hurting our Country. This is just my opinion, and like you I have been around for may years, 72 to be exact.

      Mr. Travalini, I for one, am sick and tired of voting for these wishy/washy so-called conservative republicans that has a history of one compromise after another. I am fed up with the attitude that we must field the “Right” person just so we can say that “This Right Person” can win. Where are our principals when we do this? What will we accomplish by this, other than we will have a better President than what we have now? We conservatives need to stop this compromising attitude and stand firm on our convictions, for once. We stood by with the establishment with George H.W. Bush, and witnessed a “Republican” govern like a liberal democrat, which gave us Bill Clinton. We stood with the establishment with Bob Dole and got Clinton, for a second term, arguably the most immoral man to ever hold the office. We then stood with the establishment and ran George W. Bush, and while we had a good run, economically, we witnessed something somewhat short of conservative governance. We then stood with the establishment, one more time, and ran John McCain and the result was Barack Obama, that was clearly not qualified to be the POTUS because his father was not an American citizen, and he likewise may not be either, and is clearly a communist, yet NOT ONE of these so-called Republican senators, representatives or judges has called for an investigation to determine his eligibility. Now I ask you sir, DO WE WANT TO GO DOWN THIS SAME ROAD AGAIN, JUST TO WIN THE OFFICE, OR DO WE FIELD A TRUE CONSERVATIVE AS POTUS THIS ROUND? To me, the choice is clear. Stand up, and be bold, and stand by what is right this time for the countries sake. We can no longer elect RINO’s simply because it’s their turn.

    If Romney gets the Republican nomination, it really doesn’t matter if he beats Obama or not; they are, as they say, “two peas in the same pod” as far as political philosophy goes. One of the main problems Republicans have in winning elections is that, to counter the socialism of the Democrats, they offer candidates who are “socialist lite”. As a result, many conservative voters simply don’t vote. The last time the Republican candidate for president won by a landslide was in 1980 and 1984. Ronald Reagan posed a real alternative to the socialism of the Democrats, and conservatives turned out en masse to cast their votes.

    As long as the Republican Party continues to present “moderate” (“liberal”) candidates, they will either lose or just barely squeak out a victory. I’m really surprised that the party leaders have not noticed this. On the other hand, maybe they have…

    Mater of fact-The Space shuttle is OLD and costs a fortune to keep up, then eventually blows up. So While we went with the shuttle to the multi nation Space station Russia continued work on making the safest solid fuel , etc, rocket motors in the world. I helped build the new Atlas V missile assembly Bldg in Fla. for NASA, and it’s lunching system and redoing the Titan Pad for it.. A LARGE number of very high steel professional Iron workers who could build a bldg straight up over 300″ around an imaginary spot in space in the center of where the bldg. would be were ex-combat marines, and many ex combat soldiers on the construction crew. The 100′ long rocket motor came in and was placed on the launcher inside the new systems assembly bldg-it was the safest they could get-from RUSSIA. Russian engineers came in. Then came the CHINESE made GUIDANCE PACKAGE we had subbed to China when Bush was Pres. probably OK’d by Clinton. With Chinese Engineers. If ANY of us US Combat Vets had crossed the wrong line painted on the floor of what we had just built, we would have been shot on sight. Nobody is GIVING secrets to the Chinese-for years we have been paying them to do a lot of our work. A Chinese Missile just like the ATLAS V was brought out just 2 months after we finished the Atlas V.

    Can’t this Obama csar be charged with treason? Just wondering. How can the government be occupied by thieves, tax cheats, corrupt politicians, blackmailers, etc. etc….and we’re supposed to be okay with this? We have politicians like Pelosi, Franks, Reid, Brown….all corrupt…every one of them. Obama leads them all with “can’t be trusted” slogans. They ought to be all thrown in prison!!!

    I’m sure that Obama could be charged with treason, and prosecuted successfully. But with Harry Reid in charge of the Democrats in the senate it isn’t going to happen.You’ve got a better chance of the senate coming up with a budget proposal on time this year. Ain’t happening.
